Capacitation of all Local Authorities on the utilisation of devolution funds key: Chikukwa

Stakeholders in the local government and public works have called on timely disbursement of devolution funds so as to enable implementation of projects on time, BusinessMail reports.

This was revealed at the annual Pre-Budget Seminar which is being held in the resort town, Victoria Falls.

Speaking at the Seminar, the chairperson of the portfolio committee on local government, public works and national housing Mirriam Chikukwa said an indication of how much to be disbursed is also critical to enable local authorities to consult the communities and plan the projects to be undertaken.

“For accountability purposes the Ministry of Local Government should ensure that local Authorities keep separate accounts for their expenditure on the devolution funds and that which is generated by local authorities.

“There is need for capacitation of all Local Authorities on the utilisation of devolution funds. The envisaged Provincial Council and Administration Bill will ensure that there is effective implementation of devolution agenda,” Chikukwa said.

Chikukwa called upon the Ministries of Local Government and Public Works and National Housing and Social Amenities to regularize and sanitize all informal settlements such as Hatcliffe Extension, Caledonia, Harare South, Hopely.

“What’s needed in these areas is to provide basic services such as water, roads, health facilities,” Chikukwa said.

She also implored the government for provision of houses to the remaining beneficiaries of the housing scheme earmarked for victims of Cyclone Idai and other disasters and that the current budget should provide adequate resources for the resettlement of all the victims.

“There is need for improvement in water supply to house holds by constructing more dams and drilling of more boreholes and more ZUPCO buses are needed to ease the transport problems.  Commuters are facing a lot of problems and have been robbed and some killed after boarding the mushikashika transport,” she said.
